    Ah. It looks like you have Corsair H60 AIO cooler. I also have one of their AIO cooler ( Corsair H100i http://i.imgur.com/oRiJejM.jpg ) and the coolant doesn't need to be refilled until many years later. ( done by corsair and not yourself )

    Our Hydro Series CPU coolers are designed to be a closed-loop solution with no maintenance required at all. The units come pre-filled and feature proprietary hoses that virtually eliminate evaporation of water. The expected lifespan of the average unit is significantly longer than the warranty period.
    It seems that the pump on your cooler isn't working properly - which is why you get ridiculous temp. You need to RMA your current cooler or buy a new heatsink. ( I would choose the latter because RMA process can take a long time )
