Skills/Spells stop working while in combat or gathering at random times

Steps:
1:While I'm in combat or gathering my skills/spells stop working.
2:It shows my character doing the actions of the spell/skill, but it doesn't do the action is suppose to (aka damage to a enemy).
3:I'll also be healing in a dungeon on my scholar and out of no where my spells will stop working than the whole party dies.
4:Fishing skills will stop working after catching a fish.
5:This has to be a bug or the server, because I been though hell and back on my end trying to figure this out.
6:I have gotten a new modem, new router, (even try hard lining my PC to the modem still does it)
7: Suddenlink say everything is great on their end and I even confirmed it.
8: Speed test on my PCE-AC66 are were they are suppose to be.
9: Every online game I have running on max (Battlefield 3 atm) are running smooth with no issues at all.
10: Only thing I have figured out on how to fix this problem when it does it. Is to log out and back in. After that, the game runs fine until it happens again.
