It doesn't list your display resolution but I see 3 problems.

    1. 3gb system memory is pretty low
    2. radeon HD 5450 is a very low end card(chip)
    3. 1gb vram

Is this a laptop? If so it's a radeon mobility hd 5450, which is integrated chip, not dedicated card. You can game, but not well.

If it's a desktop, and a radeon hd 5450, it's still extremely low end. The numbers work like this: the last 2 numbers, 50, 70, 90, indicate desktop, gaming, and extreme versions of that generation. Right now they're on 7 series, which means that the chipset is 3 generations old, and it's a desktop verison of 3 generations old, not a gaming version.

If it's a desktop, upgrade your video card and memory, cpu seems fine.

If it's a laptop, not much you can do.

Either way, NOT playing in full screen, and changing game resolution to 1280x720 will greatly increase your performance/response.

I would go off the suggestions the above poster made, it covers all the bases. Another thing you might want to consider is getting a 64 bit OS. if you plan on gaming in the future you will probably want to get W7 64 bit pro since the ram limitations are 128 gbs rather than the 16 from w7 home premium.

3 GBs of ram is not a lot for W7 and FF14 to run off of, and that GPU if it is a desktop gpu is barely going to cut it if at all.
