Does the reward for 30 day subscription repeat on reach renewal?

So for october, you get a char change. Then for november, you get it again, then december, so on and so forth.

Nope, just like you cant repeat your 1st birthday and can only expect the 2nd one to come around.

I.e. if you subscribe for 30 days every month, you'll never get the 60 day reward.

If you subscribe 30 days twice, you will receive the 30 day reward, and then the 60 day reward the next 30 day payment. You will not receive the 30 day reward, and then the 30 day reward again.

Sarcasm aside, you receive the reward based on the total amount of days that you've paid for.

The reason that you get the 30, 60, and 90 day rewards at the same time if you buy the 90/180 day plans, is because you've paid for enough total time to receive it.
The same can be said when you buy 30 days multiple times.

The Veteran Rewards are based on total time subscribed to FF ARR. If you sub for 30 days, then you'll get the 30 day Rewards; sub for 90 days and get any 30, 60, and 90 day rewards. If you sub for 30 days and then come back a year later and pay for another 30 days, you'll qualify for any 60 day rewards at that time.

It's all a cumulative count based on time subscribed.

You get both rewards - no choice is needed. As soon as your paid time reaches one of the trigger points the items will be sent to characters via in game mail just like the collectors edition items.
