    Very roughly:

    - Sorry about the late start due to all of the maintenance extensions, etc.
    - Transfers will be opening up shortly (sounds like within a matter of hours, from the way he says it). They will announce on Topics and also on Twitter at that time.
    - They will be extending the free transfer period by one extra day since it's almost the 16th in Japan by this point.
