    SE just posted the info on world transfers (NA link). Sadly, no good news for Legacy worlds. 1. Worlds will not be available to select as destinations if character creation limit has been reached. 2. No indication SE will take any action to relieve congestion on Legacy worlds. 3. Legacy characters still cannot transfer to new worlds.

    Edit: for #2 above: Apparently SE may split busy worlds, but there are other issues (see my post, next page.)
