I agree the Legacy worlds are congested. I've said that many times earlier in this thread. But there's no reason to tell someone not to apply to transfer in. Even if I said not to, many others would apply to transfer in, anyway, and at least some would be successful. Besides, SE needs to see how many people want to be on which worlds so they can plan more capacity and hopefully add or split a Legacy world to do just that.
