They were available earlier, I can confirm. Probably just a matter of doing it at the right time, when they're not locked down.

I made a 2nd character on Exc. that Id be willing to delete if I were guaranteed a spot but
Im not doing a damn thing until they learn how to communicate properly with their customers.

All of my friends have stopping playing this game now because of stupid shit like this. I for one love the game but jeez, they suck at doing EVERYTHING!!! I see myself quitting very soon unfortunately. I was thinking about transferring to a non legacy server (my toon isnt legacy) just for a lower population because i was hoping for a more tight-nit community where everyone relies on others for crafting stuff and things like that. Cant transfer still because they botched this just like the botched release, botched cleaning up the RMT/Botters... its just getting a little ridiculous. They are a multi-million dollar company and are making complete asses of themselves due to the lack of communication with their customers... Its going down hill so fast. They are gonna be so in the hole if ARR fails.

SE screw everything up, and it usually takes them 3-6 months to fix it. Usually things they change in game, people hate it - it takes them 3-6 months to fix it/make it better/revert it; and by that time a chunk of people have quit, and another 100 forum White Knights have revealed themselves.

It took me about 10 minutes of refreshing and and trying to put in my transfer through the Mog Station but I was finally successful. Within 1 minute, I received an email from SE stating that the transfer is complete and that I could now log in to the game. I was in a state of shock, I thought this would take at least a week.

1. go on mog station
2. log on it and go on service tab
3. select the SERVER TRANSFER
4. accept the blablabla on first page
5. Select server ULTROS, say it ok, that i can transfer up to 8 caracter....
6. ON THE PLACE WHERE I SELECT WHERE I HAVE MY TOON IT IS AND STAY BLANC.

so now, i can't even pass the WEBMANAGER boss because he say i haven't any toon.

someone can explain before i broke something over here ?????

At least you can get that far. Mine just says there are no characters available for world transfer over and over again.
