With the gil cap introduced I don't really see a reason why Legacy characters shouldn't be able to transfer. Even if everyone is level 50 with all classes it doesn't really matter because we have that kind of people on the new servers as well. If it's just about the economy there's nothing to worry about. It's the RMTs. Hell I'd be glad to lose all my items (except the Rare/ex) ones to play with my friends.
