This is almost certainly a huge factor; it would be if I were the game designer here.

The fact that the tomestones are capped per week -- and that there's a finite amount you can stockpile -- means that you don't have one person who's currently unemployed playing for 140 hours a week and someone else who's only able to put in like 6 hours for raid plus another 2-3 for roulettes over the course of the week do not have a massive gear gap between them.

Anything else aside, I feel like this would cause more headaches than it solved, in some ways. To elaborate...

When the new raid tier launches, let's say I want to go get my tomestones. Obviously, the best way to do this is with my daily roulettes! I heal -- and this tier (and next tier) I've been going as sage because my co-healer would like to AST.

My friend, in a separate static, is also a healer main.

Right now, I can swap to tank (I'm omni-90), he can be a healer (as he is not omni-90), and we can still run all of our daily roulettes together once the new tier lands and daily roulettes are, y'know, a thing again. Even Expert, Leveling, etc.

But if the tomestones could only apply to the job you earned them on -- or even the role you earned them on -- we'd both need to do our roulettes specifically as healers. Thus, I could do Alliance, Normal Raid, and Trial roulettes with him... and then we'd need to part ways.

Moreover, right now, if I need tomestones for healer gear but I see that a given roulette is "tank in need", I can swap to a tank -- thus filling the role that roulette is short on/most desperately needs -- and still get the tomestones that I'll be using as a healer. If I had to run the roulette as healer to get tomestones for healer, then the adventurer in need bonus is basically irrelevant to me... or to anyone else trying to get tomestones for a specific job.
