    Clemency is meant for solo play, I wouldn't want any means to incentivize it's use aside from making it an OGCD.

    I had an AST (at lvl 90) who was struggling to keep me up. I had to cast Clemency numerous times that run or I'd have been dead multiple times.

    This from a tenacity tank for dungeons who takes 10% less damage while constantly rotating defensive CD's.
