I imagine that option is used when you're wearing the mascot-type hats, the Chocobo head is pretty big but something like the Moogle head is quite a bit smaller so they might just turn off all ears/horns when you wear those to avoid any spiky bits sticking out.
I know the Devs have plenty of reason to not want to encourage modding of the game, yet at the same time, I could see benefit to them enlisting them help of a modding community with some kind of recompense to help lift the pressures here.
From what I'm understanding in this thread though, the modders aren't doing anything besides reaching into the guts of the game and flicking a switch.
If it was that simple to do officially, surely they would have done it.

Just flipping the switches to make the hats visible might actually be that simple, but if they're committed to the idea that these races don't need hats they're not going to dedicate the time to making their hairstyles compatible and sorting through which hats they deem acceptable either.
I've never had a helmet that removed/hid my Au Ra's horns.I stand corrected then. But yeah, I wish they were more willing to talk about the technical side of things - would save so much of this speculation and repeat conversations.
(When does the "show Au Ra horns" setting get used though, I wonder? I'm sure they just stick through everything.)
I think the issue is that they need to create alternate models for the hairstyles that removes the parts hidden under hats so that it doesn't clip through, so doing that for all the available hairstyles might have proved too time consuming.That's the question though, isn't it?

Not that much, since Viera functionally have six hairstyles with variations.
Hats should fit for viera fairly easily, regardless of the hair. I think hairs play a big part, but they are specifically choosing to not allow any, while many could conceivably fit well, for some reason. Hrothgar and viera being coupled as one race, could be it, but yes, it could also be that they just don't want to commit the time or resources, or maybe they just don't want to be obligated to future ongoing support. It's a conundrum really. Hrothgar at least (probably) have a reason hats could be seemingly hard(er) to implement.

I think while a lot of headgear, maybe even the majority, can be made to work with minimal effort, the remaining ones would be a bit of a pain in the ass. Maybe it's concern that a partial fix will increase demand for them to finish the job?
If so, that sucks.
They would fit, but I wouldn't say 'regardless of hair' is entirely fair.
Like you said, a lot more could probably be available than what we have now, but they would absolutely have to make the adjusted hair models before anything else. And then look for secondary issues like the feathers on Thavnairian Turban.
I think they're just not up for the added work and have washed their hands of the situation with a blanket 'no hats', which is fair enough when you look at the amount of headgear in the game, but definitely disappointing as plenty of headgear wouldn't have such extreme interactions with a proper adjusted hair model.
