I'll say it again. Peoples unglamoured gear will be just as ugly and ill-fitting, if not moreso, than their glamour.
You will not gain anything by hiding other peoples glamour, instead, everyone will be a hideous monstrosity of miss-matched armour and dresses.
Male healers will all be wearing frilly nighties.
Gunbreakers will all look like tin cans.
Dancers will all look like robin hood or cowboys or some amalgamation of the two.
Half of the Samurai will look like Monks, and half of the Monks will look like Samurai.

You will still being seeing people in outfits you don't like, because base gear will be no better than their choice of glam. In fact the vast majority of glam people use was base gear at some point in the games lifetime. This is not an improvement under any circumstances as it will simply change your experience from 50% of players you encouter using hideous glams you don't like the look of, to 100% of players you meet wearing hideous glams you don't like the look of, and thus, it's not worth the dev costs.

One alternative could be to instead have everyone else permanently dressed in their job AF gear, with base classes all wearing the race specific starter gear. At least then everyone is consistent, the gear is somewhat well designed, and you can recognise jobs from their gear. But this would take considerably more work than simply disabling glam.
