This would have been since like October. A person should be able to get enough gil for a housing permit in 4 months. It could be flippers, it could be someone who got caught up in real life after buying the plot and just never got to the build the house and decorate part. Seems like house flippers would have sold them though before 4.2 hit, since personal housing was unavailable for purchase when it first hit. Being able to transfer to new stuff instead of waiting an undetermined amount of time should have been a huge selling point.I could be that someone used their gil to buy the plot and is saving up to buy the permit. Had that happen to a couple fc members awhile back. They were so happy to be able to finally buy a plot then they were hit with the permit fees they had no idea about so the plot had to go unbuilt for a couple weeks while they got enough gil together.
Let's face it, its likely flippers who got a house on hold til they can find a way to get around the system, but its nice to fantasize about nice people on the internet now and then lol.
It's been 4 months. The only reason they still have the plots at all is because auto-demo was turned off. In the next 2-3 weeks the problem should take care of itself since auto-demolition is back on.

When you see plots sitting empty for 3 months or more it does kind of seem suspicious at times, I've seen plots empty for a whole year until Yoshi implemented the auto-demo function, now yes there are a ton of factors as to why someone would not construct a plot yet but a whole year is crazy (unless you forgot you purchased it)

While I agree with you to a point, it's hard to be fine with someone who bought a plot and let it sit for weeks and months on end without building anything. There's no point in doing so whatsoever. A couple weeks I could understand, housing is expensive and it's harder for some people to make gil than others. It might take them a little while to obtain the needed amount to build an estate. But any longer than that, possibly months is excessive. They should either relinquish the plot themselves, or maybe SE could "upgrade" the demolition timer to account for how long an estate has gone unbuilt within reason.
