As lotteries go, this one is a heck of a lot more generous than most. The drops it gives are useful, but not crucial. The crafting gear is nice to have, but if you don't ever win any through WT, you can either just straight up buy it from the Marketboards (most who get three lines aren't going to be crafters, and therefore will sell them), or settle for a crafted piece instead (same stats, less sockets).

Nothing needs to change. Let the few folks who get lucky and strike the jackpot actually have a jackpot that's worthwhile. WT was never meant to be a method for gearing yourself up - it's meant to be a chance at winning valuable prizes.
