SE does not control Steam prices. Any retailer can charge whatever they want for things they sell.
Should of bought the game outside of that service. So you are not tied to it in any way. Steam goes down, can't play my games.
If you're still new to the game, I say switch over to a non steam version before you become too invested in your current character.

I don't know why you have a beef with Steam but publishers and developers (if not bound by publishers) can set up discounts, it's not Valve who has all the say what goes on sale and what not. I doubt Steam would be as succesful if they were so strict about such basic stuff, plus, you can see tons of shovelware being discounted by 90% all the time without any sale announced, just a random daily deal.
Steam DOES have as big a say as to what goes on sale, but they need to get the OK from the published to put something on sale, or lower their regular price.
And while the publisher can encourage steam to lower the price they're selling something for, steam/valve is the one that decides if they want to change a price that's already been agreed to.

Steam will allow developers to design sales for their own games, with complete freedom to set prices and duration.
That doesn't matter, I started on PS3 and bought the PC version and still had my characters. Once you log in it does not matter which version you have you have access to all yoru characters. You can get the non steam version and still use your characters once logged in.

If you're using a Steam account to play, you can only buy the game and xpack on steam, and vise versa
I use FFXIV on Steam to start and log in with my separate account


Except... you can. You totally can. While there ARE games that require being run through steam (I believe this is mostly games that use steam integration for stuff like leaderboards and multiplayer), the majority of them (including FFXIV!) can be run via the executable in the game's folder.
