Oh when it comes to "My Gear", better do it my way or else. I'm all for not kicking. Putting in an idle timer would be a good idea and keep it relatively short but the abuse potential would be pretty high and I think SE is smart enough to realize that.
I think at first this idea sounds like it could work, but what about those FC parties who entered as a full group. Perhaps they have some people gathering for the FC while others are hunting down mobs, and it was agreed that everyone can lot if they need the gear.

I am only about talking about Duty Finder here. For pre-mades, I would just leave it as it is right now - people can always blacklist people who goes against the pre-made rules.
I haven't done a lot of Diadem but is it not possible to boot a party member once loot drops? Not kick them out of the zone but just boot them from your own party.

Not sure what id does mean for you, but arnt players in DF allowed to do what they like?
If you like to fight - there are other groups in there too, you can get a chest with HELPING them - its on SE to balance it the way you will get rewarded for helping
If you like to gather or craft - why shouldnt it be allowed? - it is on SE to balance it that your group does not get penalty for it
If you like to afk and leech - well its freedom... let them be, ignore them or use blacklist - its on SE to react if reported (group kick will be abused !!)
