The average ping from germany to the canadian servers is 130 ms so it will be quite a difference for many people. As for the thing with english speaking people, even on Cerberus, which is heavy on french players, the majority is communicating in english and those who don't are either in german, french or whatever FCs since they can't speak english, or they are bad players with no will to communicate anyway (please see "majority", of course there are exceptions^^)





I doubt they will. All the conditions that made people pick the non-matching data center will still be there. Friends, time zone (it affects queue times and finding groups in PF), language diversity (or lack of it) etc. So not many would need free transfers anyway.
OP, about the language thing. It's not really a problem on EU servers. The vast majority speak English because it's either their mother tongue or their first language isn't represented as a language option. In dungeons I have seen that if you queue up with only E selected you may end up with players that have EF, EF and F selected, for example. Usually someone has 2 languages selected and can translate. Auto-translate is useful but I haven't bothered to memorize it yet lol (there are a lot of categories).
Outside of dungeons it's very rare to see actual conversations that are not in English, on Odin at least. People tend to stick to fc chat and linkshells for that. Some free companies will advertise in their own language to attract the right people, but that's all.

It's not so bad on Odin. The vast majority default to English. It's so crowded that their are inevitable exceptions. But when they use another language, it's usually in an easy DF run and they're not very talkative regardless of language.
Just stay away from Moogle.

I will transfer yes. Hoping there to be a free service, even if it means ending up on the lesser populated server (which with all the other migrating would no longer be so underpopulated), as there was not enough incentive to move when the free service was on during 2.0. NA/EU were all the same unless you spoke french or german. Now I'm desperate to find people closer to my timezone since current content (savage) requires a reliable static, and depending on the location of the servers my ping could possibly be halved from 90-110 to somewhere near 40-50.

I am playing on Ragnarok(EU) server and have never had any issues where people did not speak english in duty finder. There are times where people shout FC invites in other languages, but aside from that, everyone that I have met in dungeons and outside of it, speak english.

I'm currently on Balmung, but my connection to the Canadian servers isn't ideal (though I love the community on Balmung). I wonder, how is the English RP on the EU servers? I know that before ARR launched people were talking a bit about Odin, but I've also heard Phoenix mentioned.
