Unfortunately, the short answer is... "it's not". To my knowledge, it's essentially non-existent at this point.
Hoping for it to make a glorious return some day in the future though!

People are not doing PvP because pretty much everything we have right now it capped to level 50 / item level 80.
This is very likely to change next week when we (hopefully) get a new PvP area with flying mounts and level 60 / item level 150+ cap

PvP is currently pretty inactive, but the new frontline mode is scheduled for next week so that will likely produce decent queues. Since it'll be the first level 60 frontline mode, everyone will essentially be new to the rules, as well as be trying out their new abilities in PvP for the first time, so it'll be a good time to try out PvP while everyone is relearning.
There is more content to be added in patch 3.1 and 3.2, but as of right now, the new frontline mode, and maybe new gear & an increase in pvp rank is likely all we will have for awhile.
I wouldn't say that PVP is 'dead' as some do, rather that most players are on hiatus for a bit longer because:
- We have so much leveling and gearing up to do with HW expansion and so little time. I currently just have SMN/SCH at 60 and am desperately trying to gear them up for end game content
- The Frontline PVP updates with HW are coming up soon, including new map and mode (which we know little about). The last update was Slaughter mode which came out at the beginning of the year, and which many of us have been sick of since the beginning of the year because it wasn't nearly so enjoyable as the other mode and yet it was about all that queues would pop for. With the new mode I expect that people who PVP'd before will do it heavily upon release, and whether that lasts for long or not depends on whether its enjoyable or if there is a GC-based disparity which discourages people from one or two of the GC's from playing, which will kill the game mode yet again.
We're on the same server so if you have questions look me up sometime. You'd only be able to queue in Frontline matches with me if you're aligned to Twin Adders since they're keeping the stupid GC restriction though. You'd want to be max level and highly geared before the new Frontlines map comes out to be able to play that game mode but we don't know yet what it's ilvl requirement is... it most likely requires character level of 60 however.
The fact that nothing was done to make PvP more attractive (like law tome rewards) shows how PvP is prioritized in this game. It's very understandable why no lvl60 mode was introduced at launch, but not doing anything? Really? What about those who actually want to PvP? Even before the expansion PvP was kinda dead, except from prime time. In PvE heavy games like this PvP have to be attractive for PvE players, and it's in that regard I mean they have could have done something. Like daily Law reward. If low level dungeon roulette drop law tomes, why not PvP??
These days, if I get 1 match a day I'm surprised.

Yeah, they probably want to incorporate the new map with the storyline somehow, like how they did with Frontlines and Wolves Den. It's disappointing it wasn't at launch but I do appreciate their approach of tying it into the lore (apart from GC restrictions, etc). And honestly, I only play this game for pvp but I was busy with the pve story stuff so I wasn't going to touch pvp for the first few weeks unless it was a daily or something. Now is the time to release a new map though, for sure!



PvP was never more dead in this game as it is now, which is kinda normal considering that new huge expansion is out + we still do not have the new map.
I believe the best time to dive into PvP is right when they release the new map, because you will get the shortest queues and you will get to play with some of the "veterans" that stopped PvPing long time ago.
(used "veterans" because thats the furthest where you can go with PvP in PvE game xD)
