That would make sense, but it also makes sense to assume that the armors design is related to the dragon we're taking out strengths from. It resembles more so that look and feel of the midgarsormer imo.

Then again, if it's really just armor crafted from fucking up any old dragon, then maybe its just armor from a stronger dragon the azure dragon himself killed that the others could not to get their armor?
