After wasting about 25 hours on this over the weekend I am going to form my own shout groups in future and be strict with entry requirements just like the OP suggests, unless I beat it with my FC before I get round to that. It's the only way to win and if you are that person who dies then you're not ready to join such a group nevermind create one.

The groups that don't have strict entry requirements aren't going to win because people join these who think they can dodge but in reality fall apart after the heart. I can't blame them, how else are they going to improve? DF groups aren't going to get that far.
