easy quick way is just to do the story quest and quest around. The long way is to level your gathering job and your crafting job.
Grab a bunch of LeveQuests and do a run where you complete all of them, then turn them in for reward. If you can, attempt to do a +2 or +3 handicap so you get a bonus for difficulty, but not so difficult as to not give you the bonus for time completion. I haven't had any issues not having ~3k at level 17, dipping now and then for armor/supplies. Haven't even started gathering or crafting yet.
You'll end up with a good 200k+ just from the main story alone.
Pretty much this. Most of the main quests and even some of the sidequests will give you the armor/weapons you need when you need them. So you won't really need to spend that much gil and if you opt for the Allagan pieces, you'll just get even more gil that way. I haven't made 200k, but I haven't found myself short any gil either!
How do i start the story quest?
You can find storyline quests by their unique symbol floating above the NPC's head and in your journal. Looks like the normal quest bubble, except it's ON FIRE
I am level 17 (on an alt, not on this character, obviously) and have only done story quests and 2 guildhests to level and I am sitting on ~10K gil.
Well... what I do to get a good amount of money fast is just to make some items with my Leatherworker class and sell them on the market at a reasonable price. Crafting materials are always useful and many classes use leather in their recipes.
I don't know how it is on other servers, but on Lich there are many players that sell basic crafting materials, like animal skins and animal hides, dirt cheap. Like 1gil for 1 hide. Many times even the HQ hide is sold at this price! I just turn the hide into leather and sell it for 25g/skin (you can get those for 31g/skin in the NPC shops). I sell them in stacks of 20, fill up my retainers inventory with them and then seconds later I get spammed with messages about my merchendise being sold. ^^
I make 10 000 gil on one crafting session alone. 25 000 if I add some HQ leather (I use macros to make those). Sometimes I think I monopolized the Hard Leather market on Lich. Seriously, I can't make the leather as fast as people are buying it. If there would be a faster way to make those... xD
The "quick synthesis" option helps too. Just set your char to make the items and go watch some cats on Reddit or something.
The only problems are the shards, which people on my server sell for ridiculous prices. I prefer to go get them myself. That's the bad part of my plan. Have to mine them while watching a movie or youtube to prevent brain damage from mining shards. xP

Do all of your levequests, guildheists, and story line quests. You shouldn't have an issue with gil at that level. Like Arriverderci said, get the allagen pieces when you can. You don't always have to select armor from your quest options since you can level pretty quickly at lower levels. They stack up and sell for quite a bit of money all together. However, this is not to say you need to get the coin pieces all the time. I don't think I started doing that until I passed level 30.
I make money through the market for the fun of it but there's nothing right now that requires a lot of gil. You can look into crafting classes to make items and sell through the markets if you have the patience for it. You'll need to make it to your part of the story quests where you obtain an retainer before you can do so though. Another option is hunting for certain monster drops. Some of them sell for decent money and you don't have to be incredibly high level to start hunting some of them.
All the previous posters have given good information. Let me add: learn to use the Market.
Once you've gained access to the two Retainers that we can have, you are in a position to begin selling items via the Market. Establish your prices based upon the prices charged by the NPC Vendors; set your prices - up or down, it's up to you. These Vendor prices are what the Developers have decided are the "floor" prices. Anyone who sells for less than these prices is leaving a lot of money on the table with each transaction.
The L1 to L20 items you make are comparable to what the City Vendors have to offer. Above L20 there are Vendors located in many of the Level-appropriate areas. When you run across these guys, add their prices to your market research as well.
If you set your prices fairly, the money will come rolling in. Price gougers and item-dumpers loose out, big-time. I guarantee it.
Also, do the guildhests. !st runs on those give pretty good bonuses.
While i am often broke i find you can make nice amounts of money selling stuff on the market.
For this however you will need to be further into the story line in which you then hire a retainer to sell for you. I also almost always take Allagan pieces as rewards from quests as some are worth 100 each, some are 500
