that's papashan, a lalafell

That is Papashan. He is part of the early story line from Ul'Dah.

nope, he's in central thanalan though you can see him if you wish

I think you run into him as a Paladin too.

Um, a better question where is Redolent Rose in this? :| Don't put in the Mining guildmistress if you're going to leave out Weaving and Goldsmithing :(
