What kinda Strange GM was this?

1) Ive never seen a GM in game.

2) Ive never seen this lance or clothes before

3) He said nothing so I have no idea what he was doing other than AOE buffing people with non group specific AOE buffs Ive never seen.

Did he show up in any other city?

It's an Arcanist. If you go into the Arcanist guild you can see a similar weapon design concept on the Arcanist that is training.

Apparently GMs have now shown up on several servers, sporting Arcanist gear/abilities, casting Max HP Up, Max MP Up, Quickening, and Regen on players, and /saying a message in various languages along the lines of (in French):

Though the last two patches were in fact ~300mb in size, its only because of the way the patch was released. The latest patch (1.17a) only changed a few things but the entire patch was re-issued. I recently had to re-install XIV, and having archived the patches, found that only 1.17a was picked up by the patching system not both 1.17 and 1.17a. This leads me to believe that 1.17a is a complete 1.17 with additional modifications and thus supersedes 1.17 fully.

That, of course, isn't to say that among those ~300mb of patch there aren't new things we haven't seen yet.

I'm getting the idea that they may have snuck some things in, might not be relevant but when i was in grid the other day, i had the textures go weird and it looked as if it was trying to load the wrong texture but they were bright orange/yellow.
I'll upload some screenshots in a bit but it only happened when i looked at it from certain angles.
