It's NOT for the veteran reward what's being asked here.

I'm also looking for the NPC to turn in the Wet Bombard Ash to.

Same, also looking for NPC and have seen many /shouts asking where the NPC is located as well.

Not sure if you guys still want the locations but they are in Uldah, Steps of Nald [10,8], Old Gridania [10,8], and Limsa Lominsa, Upper Decks [11,13].

if no fate instance show up after an hour try one of the other locations.

if you go to one of the fate instance and kill as many bombs as you can you will recieve the wet bomb ash that you can trade to the NPCs (not the captain) at Uldah, Steps of Nald [10,8], Old Gridania [10,8], and Limsa Lominsa, Upper Decks [11,13]

so to clarify, are the merchants selling bathing suits and sparklers in the 3 cities the only place to use ash to buy things?

Someone said there were vendors where things were 15 and 30. The ones in the cities are 3 and 15. If the "3 and 15" are the only vendors, then I've bought all the female suits that are available and don't need to keep chasing after bomb Fates.
