I think if it isn't available to anyone, it is only available to 1.0 transfer characters, not just legacy members. It would make sense since it is a Meteor Survivor item.

It would make sense. But I'm legacy so it should be available if that's true.

I've had this bookmarked for a couple days since the quest was also locked to me, it unlocked after turning in the quest to defeat Titan, so it requires you to be able to do the ~lv34 missions.
