Well truly this is a simple fix, the cause of this is people leaving their characters logged in and AFK, just implement a 15-20 min afk timer, as well as put the queue back and this whole 1017 error should resolve it's self.

Same error I had last night @ 9pm EST so I went to bed. Got home from work, same error. I know it's EST prime time, but it wasn't last night @ 9pm. Kinda feeling burned a bit.
Ahh, got a Queue for server, after retrying from 1017 errors. In game currently.
enough people will get pissed and say "im not paying for a 1017 error" and then there will be less people logging on. perfect fix. :D
I'll repeat it here: They've sold 400 tickets for a 200 seat show, and the few that did get in are having to sit and wait while the band warms up for 4 hours of a 5 hour concert.
The analogy is strange, but it's very accurate for what 1017 is. Restricting the number of players online is PR Suicide for an MMO - and failing to over-estimate your server needs is a mentally staggering notion for anyone getting into the MMO game this late in the game. Nobody should have to fight for what they paid for - and everyone who pre-ordered did in fact pay for it. I just really can't wrap my head around this.

A very haunting idea, but is something to think about.
What destroys me the most is that I have put my faith (and money) on the line with this company in saying "I will pre-order." However, the things that come with the game (early access), you can't even get to work correctly. I won't lie, I love the game. Great graphics quality, gameplay, community, and basically all the things I have been looking for since WoW Burning Crusade.
But the customer service and promptness to get things fixed THIS CLOSE to launch is what bothers me so much. I initially knew there was going to be a problem when there was only a week between their phase 4 final open beta, and the official release. But come on. Many people have been sitting in front of their computers (most of them that have given you their money for the enjoyment of this game), stealing their time and money.
You need to implement an automatic log off timer for afk players, and you also need to raise the cap of your servers to the appropriate amount. You should have been able to over compensate for the amount of pre-orders you had coming.
Honestly, there is no excuse for this behavior and unprofessional-ism. This is closed beta crap that everyone is dealing with, not the first day of launch. You (the company) probably won't see this, but you need to get your heads straight and fix the things that should have been done months ago.
Can I transfer my character to a less crowded server? This is starting to really bug me. And before anyone gets bent out of shape, I spent a lot of time leveling (like many others) so "NO" I do not want to just reroll another toon on another server

This pretty ridiculous... I've lost half of the will to play this game...
And even if I don't care about getting a refund, which I probably won't, it's highly unlikely I'll pay a monthly subscription, even if they come to solve the issue.

If you can find a server that is currently NOT locked to new character creation that is.
This whole 1017 error is a joke and really is a an absurd measure they have put in place. I can't remember any other MMO launch where I have simply been locked out of a game that is up and running with no eta on when I can get in to play. Other MMO"s have had issues but generally that's been in game and I've been able to log in to deal with them.
Launch day will be HORRIBLE.
it already is horrible, im not a EA player, and i just got in selected my character and getting this error on behemoth. At least the could add a queue and have a afk kicker, every other mmo has a afk kicker. And implement a mouse macro that replicates player activity to avoid afk kicker, banner.
During the 'early access' period I've gotten to play about 2 hours. I've probably wasted the same amount of time trying to log in. I don't want to whine about these issues, but it seems like SE is really dropping the ball on this one (even though I know many @ SE are working hard on this).
1017 is an absolutely UNACCEPTABLE way of handling the demand for the game.... GIVE US QUEUES OR MORE SERVERS FFS!!!!!!!!!!!!!!!!!!!
My thread got engulfed by a whole bunch of others so if you don't mind, I'll just post it here since it has something to do with 1017.
Okay, so first off, I had thought that error 3102 had been fixed but I guess it still lingers here and there. My question however is if anyone has ran into this problem, where you are doing a dungeon (in my case, Halatali) and was disconnected. For about 5 minutes, I got the error code 3102, which freaked me out for a bit. But after 10 minutes of waiting, I decided to try again and began getting error 1017, that the world is full.
Great, I guess I could keep trying to log on. It's been about an hour since I still cannot log on. At first, I thought...hey a lot of people are playing, but I noticed something strange. The location of my character in the character select menu is still Halatali. Not only that, but the blue floor my character is standing on is glitching, like it's spazzing out. Am I stuck in limbo?? Has anyone dealt with this problem? Thanks in advance for anyone who could help.
EDIT: The floor glitch did stop.
it says server congestion relived but I just tried to log on and nope 1017 ???
Ill they have to do is add more servers... Many people who don have friends will volunteer leave, this will ease the congestion :(
This is a pretty bad situation, and because it's getting so much press, people won't log out because they know they won't be able to get back in. I won't pay for this.
The problem is all the people who log in and never log out...and SE incentivising the behavior with 1017 errors. Post in this thread and get SE to make a real solution to the problem, not a patch fix like 1017.
Booting inactive players - while not a bad idea - is a bad solution.
Getting servers that can actually handle the volume of players - is a good solution.
Mind that even in its high day, FFXI had tons of "AFKers" selling wares in their personal markets. Wasn't a problem there.
Game mechanics (i.e. selling on the market) required they allow people to stay logged in. This game does not have that same issue. Retainers sell for you, even when you are off line. There is NO reason to allow people to just sit on the server. However, there is every reason as a player right now to sit on the server because you may not be able to get back in.
They need to boot those who are afk for 15 minutes.
They need a real queue, not just a message that tells you where you are in line but actually puts you in line and moves you through. As far as I can tell, it doesn't do that.
They need to give us a means of telling how crowded a server is so we can make informed choices, a means OTHER than world is full when you try to log in!
This, above all else, I loathe. It's a totally BS error message too!
"The server is full - try again when a spot is open" - Well riddle me this... How the (heavily censored) am I supposed to know WHEN a spot is open?!
Man... I haven't been angry enough for my eye to twitch at a game in a lonnnnng time. Thanks, SE, for returning my eye twitch with these half-dozen error codes.
Problem is really that the servers are just not large enough. Characters will go afk and not log off. And they don't log off for the simple fact the know they wont get back on. SE is not prepared for this release at all.
