I am a little bummed out. I was previously playing FFXIV 1.0 and ARR Beta's on a AMD Radeon HD 5770. At max I was getting about 27-30fps in crowded areas and around 40fps in non crowded areas(instanced).
I looked at a few benchmarks on different sites comparing my old 5770 to the newer 7850 that I wanted to buy and the 7850 did twice and a little over twice the performance of the 5770. I bought the card(along with a new PSU 600watt), installed it and ran the benchmark and even got twice the score on max settings than I got using the 5770.
Playing the game officially now on the new 7850 card, it is running super quiet(my other one roared like a lion lol) and I get around 60fps in instanced areas which is good but in crowded areas, I seem to be getting 27-30fps again :( I updated my drivers to most recent and I am now wondering if my card is not using it's full potential or if there is something I am missing? :confused:
If anyone could please give me some insight or advice on what I can do to increase playability performance I would greatly appreciate it, thank you! :o

Could be possible cpu bottleneck, ARR actively uses 4 cores/threads.
Try turning on occlusion culling or try using the "high" preset settings.

There's no such thing as motherboard bottleneck unless he's using PCIe 1.1 on the video card or using an IDE HDD. very unlikely. -

There is not much to do to increase performance keep drivers updated or use the ones that work best for the game, make sure you got 8gb ram other than that upgrade cpu/gpu depending on which one is behind the other.
Seriously though I am playing on xfired 5770 hard preset settings, and yes they are running at max and sound like turbines form a jet plane lol, and everything is fine so you should be fine too dipping down to 25/30 fps during fates in in crowded areas is not such a big deal. You need to decide if you can play like this or fork out some cash.
Personally I think you should not have went from a 5770 to a 7850 but should have got a gtx760 instead. Dunno what your cpu is but you could try OC but then depends on what you have.

what CPU do you have? If you have intel I know that you can go into your 3d settings and change to use multiple cores to help the physx load on the GPU that's what I did with my nvidia card and I am getting an average of 5-8 FPS more in nearly every game I play.

There is nothing wrong with your card or CPU. Your frame rates seem completely normal for those situations.
Using an SSD would also help (with OS + game installed on it). However, will not increase frames but it will make things around you load smoother and not lag or take a long time to appear.
*I custom build gaming PC's for a living, and i can tell you it is a common complaint from nearly everyone expecting 'high fps' in all MMO situations, it just does not happen without heavily overclocking the best CPU's and only happens on HEAVILY optimized MMO graphics engines, it also depends on the MMO's servers (yep, lots of people dont know this). -

pulling 30fps in a completely packed city is actually pretty decent. even with my monster system, cities drag me back from 80+ to 40.
for a smoother experience you can also limit yourself to 60fps, that way you won't notice quite as much of a difference. -

You can run also at a slightly lower screen resolution. My old 5870 gets ran at 1600x900 with everything on max settings with an i7-930. It runs about a third better at this resolution then 1080 and the CPU maxes out at about 45% usage. It's also easier on my eyes... damn I'm getting old.

I Don't think its your system, many people including myself who run much much higher GPU's and spend 3x what you do on Rigs are having problems. The client change from P3-P4 Introduced some graphics issues such as micro stutter and drops in FPS with single GPUs.
AMD Released 13.8 Beta 2 Drivers to boost performance a little bit but it needs further optimization. The culprit is the change in clients thats causing issues on both AMD and NVIDIA GPU's.
SE in their infinite wisdom and foresight(Insert joke from EA Here) Decided on three seperate client versions from Alpha to Beta to Launch each one had their own issues Beta 3 being the most stable.
