You have to upgrade the 1.0 account to CE on Mog Station to get the ingame items.
Each new game purchase creates a separate service account. The CE service account will have the ingame items, the 1.0 standard account will not. If you want the CE items on a standard account you have to upgrade it.

I have a similiar issue
go to Select Service after I ran my client (PS3) and it says
OPTION : deleted character's name

i selected Create New Service and then said yes to the perks... does this matter? should i have said OK with the previous?
I'm not understanding your originally post very well, so hopefully the following helps:
1) If you have a 1.0 standard edition service, you can't add a PC CE onto it. If you want to turn the standard edition into a CE, you must either buy the digital upgrade or apply a PS3 CE account to it. This is because the CE is tied to the game activation key (unlike the preorder code, which is an addon key).
2) If you have a 1.0 CE service, you will automatically receive 2.0 digital items. If you want to play on the PS3, you can apply either SE or CE to your existing account (though why you would want to apply CE to an existing CE is beyond me).
3) If you want preorder items + early access to your 1.0 service, you can add the preorder code from EITHER PC or PS3 editions to your existing service.

your wife has a 1.0 SE account
you have 1.0 CE account.
so you buy a new pc download FFXIV: ARR CE for your wife to apply to her 1.0 SE account. here is the first fail 1.0 SE account can only be upgrade to ARR CE buy service after game launch or using a PS3 CE code, so the PC CE code will create a new ARR CE account service
you buy a PS3 CE and apply that code to your 1.0 CE account. here is the second fail because your 1.0 CE account not need upgrade, all 1.0 CE will get the ARR CE item at launch, so you overwrite you 1.0 CE status with the PS3 ARR CE status

She will get the items, but Only on the CE account. Not on the standard account.
Each purchased product has a product number. CE numbers are the product number. So now she has two service accounts: one is a Standard the other is a collectors. The characters she created on the standard service account will not get the CE ingame items. The characters created on the new Collector's service account will.
If you want the characters on the standard account to get the Collector's items, you will need to purchase an upgrade of that service account when the mog station website becomes available.
Mog Station will allow you to register your payment options at launch. Mog station won't be available until after launch. That much I do know.
You will need a credit card before they start charging or else you'll no longer have access to the game.

This should be resolved with SE. Try contacting their support staff. You've paid for the items, it is only just that you get them.

You seem to know what is going on with account information for early access and launch. Have you seen any information that confirms that you do not need to register a payment method before early access?
Will all players be required to sign up for a payment method on the 27th?
Did you apply just the preorder code? If so, don't worry about messing up! I thought we couldn't apply the actual game activation codes yet.
You should apply the ARR PS3 CE code to your wife's account (thus, upgrading your wife's SE to CE). However, this means no PS3 service for you. Not sure what you want to do with the extra PC CE though, since you can't apply that to either of your existing service accounts.
Remember preorder codes and game codes are totally separate from one another! The preorder code just adds early access and preorder items to a service w/o saying it's CE or SE, while the game activation code (generally that code in the box you get) gives you a new service on your SE account, whether it's a PC or PS3 service and marks it as SE or CE.
Will people who have the 1.0 Collector's Edition be able to apply the pre-order bonus in-game items and early access rights to their old accounts if they pre-order the standard PC version of the game?
When registering the pre-order bonus code you will be able to select which FFXIV service account the bonus is applied to.
this is from a post by a dev among the questions answered about codes, from it I get that if you have V1 account and buy a V2 PC game, the preorder code items and access can be attached to your V1 account, but the 30 sub time and the CE items are attached to the game registration and cant be attached to a already existing V1 account.
