If we are Legacy and have access atm but want to test out PS3 can we use these?

Am I allowed to give unused Beta/PS3 keys that I received here, or elsewhere, like say having ppl DM me on Twitter?

I have not seen anything precluding it nor have I any to give out. Unless it says specifically not too I don't see the harm. Originally before the websites started giving them away I thought only Se was going to have them to give out. Since the media is giving them away there lies the answer to your question. The keys work regardless of your account status. Unless your banned.

For those of you who picked up a Beta key in this promotion, GamesRadar updated the details on the giveaway with the following message:

If you have any extras.. you would make this lala very happy. I'd prefer PS3 over PC because my computer can barely handle this game.

UPDATE TO THE UPDATE: Those of you who have a PC registration code should have gotten a private message on GamesRadar with a PS3 code. We are aware that for many of you, those codes are invalid or "have been used." We are working to get you guys replacement codes and will hopefully be sorted out tomorrow. We're very sorry for the delay and the mix up. We appreciate your patience! The beta doesn't begin until Friday. As a reminder, this will only work in the US region.

I don't know about most of you but im getting sad over all of these contest or give away's for PS3 codes and I have yet to get one after putting in my FFXIII code, In PC beta, pre-order( Still waiting to put in that code.) and have done any and everything else to try and get a PS3 code. I want to TEST this game on my PS3 like I did on PC.. PLEASE SE you have plenty of PS 3 codes to give away for promos and advertising toss us players/ testers a bone esp the ones with XIII codes..
