I'm not sure. It may only apply to characters that were actually created from 1.0 and not apply to "new" characters used in Beta III.
It says "Survived the Calamity" which would be 1.0 characters, as Phase III characters didn't technically participate.
Short answer: I really don't know.
So... if you have long hair you won't be able to see it? :(

Maybe but it might be a stretch. I have a hard time believing our mark would simply include the Eorzean symbols for 12 (yes, that's what the symbol in the center is: just numbers) instead of something more stylized. Clearly that design does deal with the Twelve gods and perhaps the attempted imprisonment of Bahamut, so I can't throw out the possibility entirely though...
Out of curiosity, where is that banner hanging in the game? Context might help in its analysis.
Edit: Here's a numbers reference using one of my fonts. The original source of the number forms came from the stalls in the market wards, but it's hard as the seven hells to find screenshots of them, I don't remember how I came across them in the first place.

I think they mean legacy as in the same way of the legacy world servers. You played 1.0 ? Then your character had a moon/dragon fall on them so they get the mark.

I really hope if it's the symbols of the 12...that CHANGING your deity during the character remake will let you change it. I originally chose Byregot, but I really DON'T want Byregot anymore. Besides, his symbol is a hand...i don't want that on my neck. Oschon however.....

Nope, You just have to wear pointy hats! When my miqote wears the hats, I remember she puts her hair up and her whole neck becomes visible! Yay for tattoos?
Actually, I looked at old screenshots.. It didn't show the back of the neck.. I must be getting mixed up with something else!
I need no mark. My deeds will be my Legacy.
