Is it every explained why the Legatus wear masks? Gaius even has filters on his like a gask mask. Any explanation on this?

Never explained, but being near primals (or any high concentration of aether for that matter) has terrible effects on one's mind. You become paranoid and violent, corrupted and dark-hearted. Perhaps it is to prevent this while fighting voidsent on their home-turf?

Was there an explanation for it in Final Fantasy XII? (I really can't remember)

Since Legatii are pretty much inspired by Judges, the key could be there.
