I was honestly a bit surprised to see that there were only the same 10 servers available for 1.0 players to transfer to. I think a lot of us have been talking up ARR to our friends, and have people interested in giving XIV a shot with us when ARR launches. If each of us brings in on average one or two new players, that's going to double or triple the active server populations... do the Legacy servers have enough capacity for that?
In particular, given how many of my friends perceived 1.0 to be a huge mess but are willing to give XIV a second chance, it's going to be reallly hard to keep them interested in playing if their first experiences with ARR are constant "Server Full" messages, or having to wait days and days to make their character on my world because new character creations have been throttled for "server balance purposes". Or worse, just not be able to play on the same server as me at all.
And if some of these friends decide to go ahead and play anyway but make their character on one of the new worlds and I, as the person who actually stuck it out and supported the game, am stuck not being able to play with my friends without starting from scratch, I am going to be very, very, very angry.
I realize there are probably some reasons they went with this setup (keeping economies balanced, making sure there are enough high level people starting out on each server to do endgame stuff, not having to deal with a "rush" of people wanting to transfer to the "new" servers, etc.) but frankly I think those are short-term issues or things that can be dealt with, and I'd be quite willing to put up with a slightly weird economy or a little trouble finding high level groups for a while in exchange for being sure I can actually play with my friends. I would much rather you give us the opportunity to spread ourselves out a bit more.
So... please consider adding a few more servers for 1.0 players to transfer to, or some other method of ensuring that we can get our friends who are new players on to play with us.

I think it's a valid concern. That said, the dev team will probably look at population during P4's open beta to get a better idea of just how many people are still paying attention to this game. If the numbers are better than expected, perhaps we'll get some more servers.

Since the transfers are happening between phases 3 and 4, that doesn't really help unless they're wiling to do an additional round of transfers. And all Phase 4 can really tell them is how many 1.0 folks want to play, not how many of those 1.0 folks also have new players who want to play with them.
And sure, I get that they have a higher capacity, I'm just uneasy about how *much* higher. It seems like spacing folks out a little bit more is the less-risky bet, but maybe they know something I don't. -

I'm honestly not sure - do Legacy players get a free transfer to ANY of the new servers? Or are we limited to Legacy servers? The post seemed really vague on that point, which is frustrating because it's the single most important factor for me right now.
Some of my friends want to create characters on one of the new servers since it has the same name as the XI server we all used. If I can't go there because I'm Legacy, I'm really going to be ticked off - especially after I spent all this time telling them how much XIV has improved and how it's worth a second go. -

Honestly, this is currently my #1 concern. Just having 4 worlds (assuming you want to go to an NA data center) to choose from out of potentially 35+ worlds is alarming, to say the least. I have, at minimum, 30 friends who will be joining me on a legacy world. It's almost like 1.0 players have friends who will want to play now that the game is worth playing (and who didn't play previously). Not everyone is going to want to abandon their progress on their 1.0 characters just because SE doesn't think 1.0 players have friends.

As it says in the blog, these are lists of Phase 3 worlds. SE may plan to increase the number of new worlds even during Phase 3. I don't know their capacity, but for Phase 4 and certainly Launch, I think it's likely they'll need to add more new worlds.
For Legacy worlds, the number of characters is already known. There are active characters and a lot more that have been dormant for years. SE probably has analyzed all this to predict how many will reactivate and which region they'll go to. Also included should be enough capacity for new characters on legacy worlds.
This would be a lot of variables to analyze and hopefully they will predict correctly. If not, maybe they could steer some transfers by marking worlds "full" (leaving space for new characters to join), or even adding new a new Legacy world if needed. Of course, this is just my guessing. SE has the plan and I don't know what it is. :) -

It was before the legacy designation was mentioned. Then they mention legacy servers, and everyone just assumes that it means those are the only servers we can move to. Prior to this announcement, it was "There are "fresh start" servers that only allow new characters, and then other servers that 1.0 characters can move to."
