Gridanian story-line character, you meet him first thing if you picked Gridania as your starter city.
Padjali, not a race per se, they grow horns when they're beckoned by the Elementals. And I think it's also mentioned they don't really age. It's a mark to show they're speaking for the Elementals. Female version looks more delicate, just take a look at Kan-E-Senna.
To answer your question, E-Sumi-Yan.

She sure is, although her horns kind of blend into her headdress. Interestingly although it's stated the padjal 'are locked in childhood' and do not age, Kan E however at least appears older than the others (mid to late teens perhaps), suggesting that her 'change' occurred to her much later in life (her younger sister Ran, who could be found in a cave out in the Black Shroud with several moogles, looked like a child like the other padjal).
Also, there are actually two male padjal shown in Gridania, E Sumi Yan (the blonde haired, rather blunt one in green, who saves the player along with Yda and Papalymo from a treant at the start of 1.0 if you're playing the Gridanian storyline), and O App Pesi (the more social dark haired one in purple).
In any event, I'm not sure which one you're asking about Pwngraphic, but those two are the only ones seen at the start of the game (Kan E didn't appear until the Grand Companies were introduced - in fact, before the Elder Seedseer was added for a long time when I first started in FFXIV 1.0 I could not figure for the life of me exactly what Gridania's government really was meant to be - a loose-knit commune of elemental-fearing tree-hugging hippy mages and stuck-up, xenophobic pikemen? :P
At least when Kan E was added it finally made sense. But for quite a while to me at least Gridania's social and governmental organization just seemed virtually non-existent.

I doubt he said that, in fact it is not yet decided what new race will come up next.

The problem with adding the padjal into the game as a playable race is they would have to be restricted to being Gridanian, as it's the elementals that turn people into them as their 'chosen' - because of this, the padjal function as Gridania's leaders, making them less inclined to travel the world killing monsters and stuff that an adventurer does.
No doubt Yoshi-P probably realized that right away as well, and hence his reluctance to do so (besides the fact that they're indeed still very human looking).
Yes they do need more less human type race but adding padjal race is not a big lost and it can be easy explain why you allow to become one Vs of the idea of a demon like human race comming out of no where and now you can use them. Storywise i think padjal fit the bill of being one of the first new race being release because it's simple to explain without to much issue.

The term "Thousand Maws of Toto-Rak" stems from a beast of specifically padjali myth.
The elemental of nhilism refers to the "pact of Gelmorra" at one point, inferring a responsibility placed upon by the padjal by the elementals. It may even be when the padjal first came into existance.
