Haven't we already seen a picture of the garlean emperor? I think he is on the ARR website.

I think hes supposed to be an allusion/reference to said FFIII Emperor like the Crystal Tower is to its counterpart in FFIII. Or like how Garland in FFIX is an allusion/reference to the original Garland of FF.
I don't think it's a coincidence at all - looks like another reference to FFIII. :)

They did mention that Cloud of Darkness will be in there. I don't think a final boss from another FF has ever been in another main entry before.
