Without knowing for sure, at first glance, that looks like Hyne from FFIII.
The FFWiki says it's Hyne, as well. -

It looks like Hein, but it's actually Amon. It was confirmed a while ago. He'll be a boss in the crystal tower.

Hein and Amon are kind of dopplegangers of each other, but Hein had a MUCH more extensive story background. -
