I would add Toshio Masuda to the list as well.

He's never done any game music, but his OST for Mushi-shi shows that he can write stunning atmospheric music.

The first two yes but your last two I don't think work with ffxiv style. Naoshi Mizuta is too busy working on new songs for ffxi new exp pack I think.
