I agree,
Sometimes just trying to click on a party member's name or a monster who is hiding behind an interface element and end up dragging something around.
If widgets could be in a "Lock" mode, this could alleviate this some.

I make my chat windows large so I can scan them for important messages or read more LS chat at a time. In combat I have to be careful not to use the mouse to target enemies that are behind the chat log scroll bar, or I end up selecting the window instead.
Actually, to solve this issue they should make the scroll bar activate only if the chat log has been selected by either hitting spacebar for the primary chat log or clicking on the tab bar in the secondary log.
