Is there some sort of application?

They need to add a stipulation.
If your character has spent 90% of its lifetime at cedarwood you cannot put your name in the credits. :P -

I highly question whether any RMT have legacy accounts. Yes, SE is slow at banning people, but 3 months? The whole reason there's so many different RMT names is because they get banned and make new ones.
