Survive meteor is how to be a meteor survivor.

Step 1: Find the Black Materia
Step 2: Call Metor
Step 3: Merge with the lifestream
If you are referring to legacy membership, it's too late now if you don't have it.
You should have a legacy icon on the top left corner of the character selection screen if you are.
It is explained thoroughly here
Step 1: Survive Meteor
Step 2: wait beyond the reach of time for 3 months or more for it to finally destroy everything cuz its slow at it and takes lots of breaks i guess D:.
Step 3: come back from beyond the reach of time naked with no items cuz dey on NPC in the middle of a forest not knowing where joo are :3.
If you mean a "Legacy" member that deadline's already passed, and that was just for paying for 3 cumulative months before the deadline. Now if you're meaning if your character will be considered a survivor of Dalamud's fall (The Meteor Project.) then yes, most likely. Quests don't have a lot of impact upon it beyond storyline and items obtained from doing them. Don't quote me on this, but at worst it might just impact your starting story a little. If you didn't defeat Darnus, didn't join a Grand Company, face Ifrit, Garuda, or the Moogles, and so on, it might start out a little differently. Your character will awaken in a seemingly new world and there will most likely be some kind of new tutorial to explain everything (Likely in lesser details for returning players than new players.) before you'll branch off returning to your Grand Company if you had joined one in the current version. Or be directed to join the fight for Eorzea by choosing a Grand Company if you hadn't.
New players might be seen coming to Eorzea from the aftermath of Dalamud and they'll get a similar tutorial only slightly different outcomes since they weren't from 1.0. Now regarding the whole storyline my guess is that in the final moments the Echo triggers in your character (Regardless of if you were present for the final battle or not.) and you're sealed away. They may even play it as that regardless of being with a Grand Company you were present in the final battle of Mor Dhona thus causing you to be sealed away.
Either way, I doubt your progress in the main storyline will prevent you from still being a "survivor" of the Meteor attack. Same outcome of you being sealed away until the time was right but NPCs will react/treat you differently than if you had completed the entire story chain up to the final battle.
In FFXIV (and FFXI), you should view your character as the Chosen One when it comes to the story line. In the story line, all other adventurers are lesser adventurers compared to you.
Outside the story line, it's another story, haha. Well, I mean, you decide for yourself what you make of it.
I never said that, but you are the only one doing what's in the story line in the story line (many have the Echo, but few are as good as you).
For example, if you see me in your story line, I won't be the hero. You will be. And vice versa.
At least, that's what Yoshi-P said about the main quests many months ago (I don't remember if it was an interview or a letter). Kind of like a single player game, there is one hero and it's you.
Don't have nightmares over it if you don't understand. No really important as long as you enjoy the story. ^^
