Unless there's an incentive to giving player commendations, I think the system needs to be scrapped. With all the high level players (doing duty roulette) bolting as soon as the trial or dungeon is finished, commendations are few and far between.

People give commendations all the time, just typically to the support players or players with nice portraits. While you can argue that more players can/should give coms to people who play well regardless of class, most people typically just aren't paying attention to that.
I don't see why the system being inconsequential means it needs to be scrapped- sure, there's not really a reward for giving them, but the only real point to get them en masse is to unlock mentor or to pat yourself on the back for having a high number. And it's nice being able to give someone the equivalent of a gold star sticker when I notice they're playing well in a dungeon or PvP or something, and it's also nice when you get comms after saving a pull.
This isn't an issue in my experience.

DPS are less likely to get them and this is well known. They are commended if they do a good job if a player remembers, but often in the final moment, all memory of the duty gets forgotten and the commendation just defaults to a tank or healer for most people. For myself though, I often try to stand out as a DPS so I usually get commendations on them.
It’s to encourage good player performance and or good portraits. ;)
It’s also the cornerstone of the mentor system.
I tend to think it's to make you think about what players did right rather than what they did wrong.
Instead of thinking "who messed up", it makes you think "who did well?" and for that reason it's pretty clever.
It's an inoffensive system that people use for which portrait they like the most (because it's the thing you see when you give the commendation) or default to tank/healer unless a specific DPS stood out.
It shouldn't be modified or scrapped, since it does what it's meant to do. :D
Personally, I withhold commendation for people that don't say "hi/bye" at the beginning/end of a dungeon. :B
It's always nice for sprouts to get their first comms.
It's called telling the players that they did a good job and to keep doing what they're doing.
The commendations themselves are incentive enough to tell players that they play their job well and to keep playing it.
Most of the time if you're a tank you'll end up getting a commendation from the healer for making their job easier especially if you know how to pull big and rotate defensives correctly. And vice versa if you're a Healer if you know how to keep everyone alive during big pulls.
People leave so fast I'm shocked people get them. I know I have a hell of a time giving them because people are competing on who can leave the fastest.
I treat commendations as they were intended.
Did I see you do an exceptional, good job? Sure, here have a commendation. Did you wall-2-wall pull and use your 2 minute CD's on the boss? No. No commendations. I don't give out participation trophies. I have no intent to consider starting. Be impressive. We all love a shooting star.

Honestly they should have continued adding achievements with more gold mounts to commendations instead of the 50m gil sinks.
How to get commendations:
1. Play a healer
2. Perform decently as a tank
3. Perform exceptionally well and competent as a DPS
4. Have a good/funny portrait
If I were to categorize them by priority, I'd go with

For my part, remove the entire system. It's childish. Always get a weird vibe like nahnahnahnahnahnah...
Commendations count towards the Challenge Log, you can get EXP every week by giving a few commendations after duties!
... that said, you might need to turn on "skip cutscenes" in settings. Many players leave the instance before the cutscenes even loads, let alone wait around long enough to receive commendations. I'm sorry, fellow scenario lovers.
My comm system
1. Sprouts
2. talkative people
3. Good tanks if I play healer; if not, I comm the dps.
4. The DPS if I play DPS.
5. Good healers in Alliance raids.
6. funny/ nice portraits.
Because more people farm it for the rewards it can provide than actually using the system for its intended purpose.
Similar reasoning why a lot of players dislike Mentorship. It's not an obligation, it's a title. There being rewards tied to it only makes it worse.
For me to give a commendation, be talkative, be helpful, or be another Lalafell in the party. I don't really care what role they play on. I can't speak on comming for portraits because I have that poop turned off.
They should add more glams/mounts. One cheevo at 5k comms and another one at 10k.
All I know is that commendations have seriously dried up for me since the portrait system was introduced. Guess that's what I get for not playing a catgirl.
For me if someone makes an impression on me, regardless of what job they are, I'll leave them a commendation. Usually I'll just choose someone and leave them a commendation if they're still in the duty.
Rewards would be nice... but there would also be an uptick of people begging in duties for comms, which can occasionally happen with wannabe-mentors too.
Exp is mostly meaningless. Just because it doesnt give enough for most people to notice. And if it would, people would just spam commendations the first few dungeons in the week, and after that ignore it again. Its still not doing anything remotely to what it should do.
Also, your skip cutscenes comment makes nosense, since first of all: skipping yes or no doesnt change anything towards those that leave early. You arent going to get any more commendations by turning that on, since all you influence is how quickly you can leave. Leaving quickly is counter productive for commendation farming, as you generaly want to be last to get a higher chance for someone to just commend you, because you are the only option.
On the other hand, skipping makes it more likely people wont commend you, as cutscenes imply newer, making good performances better noticed. This means that watching a cutscene is actualy beneficial here.
While you are watching a cutscene you might not be able to commend others, but they can still vote for you. So on that, watching doesnt hurt, except maybe adding a bit more time per dungeon for waiting. But as stated before, its an offer you have to make if you want to get more.
I do think they should have to increase the commendation reward. Both for getting and giving commendations. The get part makes older players more aware of the option and therefor still use it more often, the give part if it gives more rewards is another way to get people to use it more often. But what i think will help most: Commendations can be given after players left. Lets say that 5mins after any duty ended, you can still go into the commendation window and vote someone, even if both of you arent in it. You could even already have queued for the next duty and still vote. Then people are more likely to do that as they now have to wait anyway.
just add a cool mount for 5000, 7500, 10000 and 12500 and 15000 commendations and an a free fantasia for 10000 and above achievements as well, that will change things, put the mentor mount to 4500 commendations and let that be the new requirement to become mentor.

Recommendation system failed a long time ago ever since mentors were introduced. Now everyone has mentorship because they can farm guildheists or spam their emotes / "cute" adventure plates and beg for them. Once they become mentors, they sit afk in limsa and issue bad talk to everyone who slightly asks for help because that is forbidden. It's a big meh system.
In JP you only get commendation as a tank. My friend has above 8000 commendations as main tank.
i don't like to play tank job, so sadly I am not getting commendations while he is raining with them.
He gives only commendation to lalafells because we love lalafells a lot ^^
I have close to 14,000 player commendations and the only thing it got me was " wow thats a lot " from people lol.
They're not that rare, I get a couple daily regardless of which role I play. I would like more prizes though as once you're over 3000 you have nothing else to gain.
