It's the 2min meta, everything needs to burst with aligned buffs every two minutes. It's making everything feel the same, it's why viper is changed and there's no way we can trust they'll actually fix this in 8.0. It's not on their radar, because they'd need to hire more people. They're going to add more jobs and it's only going to add to the problem of balancing them.
There may be an easy fix of making all the buffs personal, but then we get into the issue of some jobs having too high of a variance in dps depending on boss mechanics. I'm not a game designer but I think like most of us we just want things to feel a little different.
So I posit this: How would you fix it?

delete all raid buffs and let classes line up their own buffs without caring about the party
let bard/dancer/astro have very short cd buffs they have to use strategically with their party instead of the party working around them -

Well, one possible resolution to this issue would be to add something fundamentally new to boss fights - a "stance" bar.
The more damage a boss takes, the more that stance bar depletes, and when the bar is empty, the boss gets winded, stops all mechanics for a few seconds, and receives a vuln up debuff. Now, everyone can go to town on the boss, unleashing their big d deeps.
That would free classes to have their own timers on their damage cooldowns, so every player can chose whether to burst early to bring the boss in the winded state quicker, or wait for the vuln debuff. Would bring in a different way of synergy.
Now, this is not the most original idea (other games do that already), but it would be an option. -

Fun part is the most raider say Stormblood was peak raiding time. Tbf you still have classes which getting excluded. If you look to statistics and your party cares for good dmg then for now AST is over WHM and all want an Astro MCH is a problem since stormblood and all would likely pick a DNC or BRD Paladin same issue and so on surely in pf or friend statics you can play what you want but high grps will preferly exclude MCH or now WHM for example. don kill me just grinding statistics :D anyway you will always have classes which performs "more bad" the question is here "is it reasonable". For the topic itself why should they change it at all? the most players of this game are Casuals like in every MMO. Raider kill the raid get gear and will most likely not seen for the next months till the next tier. Most Casuals dont care about Meta or even Buffwindows. For example i did the first DT trial in the roullete. while my buffs been up i had a desynced AST buff no chain strat.... and so on beacuse they dont care which is in my opinion completly fine since its just story content. So i dont think they will bother to change something what most palyer arent even know it exists. They might know the buffs exists but not all think okay theres a burst window we have to use our buffs there.

I don't think this is going to change. A lot of the additions to jobs in DT doubled down on the 2 minute burst meta. So many jobs got new 2 minute cooldowns and others had changes that punished nonstandard play. It's probably here to stay.

The 2 minutes meta is just a way for the devs to ensure that everybody gets the needed buffs at the same time, that's an absolute mistake. RaidwideBuffs should be used at specific moments when they are needed, when the boss stops doing mechanics to do a long cast, or when the boss is at 5% and we need that extra push to end it. The epicness of those moments are the best part of raiding.
Also I think the game needs a biiiit more "random" stuff happening. More "activates when hitting a critical hit" stuff. Everything now is too much "time based". The so called "gauges" that replenish when doing the 1-2-3 rotation is just a hidden form of time controlling, because we all know we are gonna press that 1-2-3 several times, or a lot of stuff from the BLM is like this, do you rotation you get 3 ice things, in 30 seconds you get a poliglot and every 6 fires you get a big fire...it's all "TIME" based, not procs or chance. I love rotations but also I would add some unpreditable stuff to the jobs to make them more fun to play.
I don't know, I love the game and has been my main MMO since ARR got released but we reached the point where things are just...getting a bit boring? Most of the times you have to use your skills on CD because not doing it is a "waste of DPS". I dunno...I like getting a proc and waiting the PERFECT moment to use it. Just now it's just "oh skill got yellow, gonna use that, we are becoming robots that just press buttons no matter the situation instead of players that decide what's the next button that has to be pressed. -

The 2min-burst has become the game's current foundation for "streamlining" job/content designs. You just follow the same protocol, and basically anyone can come up with a new boss or job. Say, we'll add another tank at some point. We name it "Tank5", give it a TBN-like skill, Rampart, Guardian-like skill, Dark Missionary-like skill, invun, and a base kit that includes a 60-sec burst. Maybe spend a few more minutes to decide those funny but pointless skill names. Done. A new job!
Changing this foundation means overhauling old and new content from the beginning, I highly doubt the devs are willing to pour in such massive work.

*healers become actual healers
*jobs are unique instead of the same role with different skins

Also this is going to get personal. I'm about to express my opinion of the biggest joke in this game: the Red Mage.
They gave us a handy option to "reduce button slots taken" by fusing certain skills into one. Yet Red Mage's three swordplays still take three slots. For how many years now?
Red Mage's "job gauge" is utterly pointless. You can delete half of Red Mage's stuff and it will still play as usual.
When RDM first came out I thought you can achieve different tactical effects by overloading black or white mana. Turns out those numbers don't mean a thing.
From how RDM works in PvP, we can tell that the devs do know how to make unique job plays. But they can never do that in the main content cause that will break stuff, i.e. the stable streamline they worked so hard till now to maintain.
