Being able to exit No Mercy with 3 cartridges now alleviates a good amount of pressure in having to build up 3 again by the next minute, but that doesn't change a few details such as the disproportionately punishing loss it suffers on death compared to almost any other job right now, certainly more than the other tanks.
We can't use Bloodfest in downtime because it requires a target, and even if we could, we would save it anyway or else risk losing Lion Heart. And it being a 2min cd means there's the odd minute where it is possible to have bosses become untargetable while you have no cartridges, so using Lion Heart for this solution feels like a band-aid. GNBs being forced to AoE against a single target just to maintain upkeep in certain Lv90+ encounters just doesn't feel good. I know this was certainly the case in DSR.
As a personal pet peeve, when participating in hunt trains, its not uncommon to only be able to do my proper opener every other fight because of how load bearing Bloodfest being available is.
Also, Blasting Zone still isn't 5y range? I haven't seen a single person talk about how odd this is despite Continuation being given the change to assist when moving away from the boss, and these two abilities functionally have the same cooldown? Shoha gets to be a line AoE for free and Blasting Zone is still single target? I wish this skill wasn't hampered by Danger Zone, but I also kinda wish it didn't exist in general just because I hate it being at the mercy of crits combined with its lack of impact by being an ogcd... but now No Mercy has no room so it can't be anything more significant either.

I haven't played GNB in DSR but in TOP.
Wouldn't that make GNB way too strong? Cartridges are a lot of potency and would even encourage players to empty their gauges before downtime.
Since your 120s ends up on 3 cartridges, there's no problem for your 60s but your next 120s might lack the 3 cartridges, entering NM with 2 cartridges and being forced to override 1 cartridges or delaying Double Down.
I'm thinking if putting Bloodfest on a 110s cooldown wouldn't be a good change? You wouldn't gain a use anyway and this adds to flexibility around the use of Bloodfest.
Either empty your cartridges before NM and use bloodfest earlier or keep your 3 cartridges and use bloodfest later in the NM window, while having the possibility to chose from either.
This way we have more freedom around cartridges management and this would allow skill expression by giving the possibility to spend cartridges preemptively.
Blasting Zone, why not, it kind of feels weird it's a single target GCD but that's not critical.
As for Shoha, it was because they introduced Shoha II which just added bloating, they simply merged the two.
I do agree on the crit issue, that's something ouside of your skill and just pure RNG. -

One quirky way to solve that would be something like a healer interaction, kinda like Thancred gets his bullet from his allies. Go into draw/meditation stance and whenever you receive a buff/heal from others, the bullets get charged up during downtime.
Other than that I do agree it feels kinda meh if you somehow end up with less bullets just because the boss decides to go into a 1minute interelude or whenever you run between pulls in dungeons -

It's very very awful to try and fit all your damage skills into the window, especially when you take ping into account.
WAR and DRK at least feel much better because there is no stress about fitting everything into a buff window, just unga bunga blow your load and feel cool while doing it.
Leave the buff window stress to DPS jobs imo -

The "DPS stress" works fine in GNB, it's the same as positional except it's exclusive to GNB. That's a job meant to catter to DPS who wants to play a tank.
Those are the concerns I have with GNB:
-Forced downtime reduces cartridges generation.
-Bow Shock/Blasting Zone are still the biggest victims or drifting
-Damage variance during burst
-Bloodfest remains inflexible if you want to use it earlier you have to use it earlier in your complete rotation.
Except damage variance, the rest is pretty much between our hands so these are just that, concern. -
