I just spend like 28 hours speed running my new FC (which I was trying to make for a long while) to rank 6 so I could get a FC home, just to be informed that I had to be a member of the FC I created for more than 30 days. Is there a reason for this? I'm confused and slightly annoyed. Any and all answers would be helpful.

That's the official guide for housing if you'd like to take a look. Some key points:
- fc leader has to log in every 35 days to not lose leader status
- one fc member has to log in and go inside the house every 45 days to keep the house from being demolished
- fc house bids and purchases require 30 days in the fc, 4 members and rank 6, but there are no level requirements
- the same account can't have another character (on the same server) who bought a house for an fc they are currently a member of; this applies when bidding and buying the house -

It's not just one rule that was created. It was several rules, with some of those rules having other purposes. The cumulative effect was to greatly slow down how quickly RMT could obtain a house then transfer it to their buyer. Instead of being able to do that with multiple houses a week using a single account RMT has to set up the FC a month in advance, then win a house in the lottery, then hold onto that house for a month after purchase. That account cannot be used to purchase more houses on that world until their buyer has been a FC member for 30 days so the FC can be transferred to the buyer. The lack of quick turnover for profit meant that a lot of those formerly engaging in RMT were less likely to do so because that also increased the chances of the RMT activity getting caught by SE.
It has nothing to do with preventing scamming. Scamming is always going to happen because some people are simply dumb and/or lazy.
The 30 day wait itself does nothing to stop multiple house ownership. Setting up shell FCs is quite simple, especially if you have multiple game accounts. It's the lottery that makes purchasing multiple houses more difficult. If you're on a world with little competition, getting multiple houses is even easier.
The 30 days will pass by before you know it. It's really not that long a period of time for something that you intend to keep for a long time. It can be annoying if a specific plot you want shows up in the lottery before you're eligible to purchase but there is always the chance that plot will end up for sale later in another ward/subdivision once you are eligible.
The important part is to buy a house (any house) as soon as you're able to. That takes a large amount of the stress off when you are trying to get one of the plots that has a lot more competition. Even if you lose, you at least still have a house. -

Just to stick my own clarification in:
It's not necessarily related to just RMT, it's related to housing resales in general including legitimate gil trades (i.e. gil not purchased through RMT means).
It also did nothing to slow down the black market for housing outside of removing private houses from the mix. I assure you, people are more than willing to wait out 30d for their upgrades even at 10x the cost of plot price. If anything, these changes pushed more people to consider purchasing an FC tbh because of how easy it is compared to bidding for a private/FC normally. -

If you don't think it's a step in the process of discouraging housing RMT, then just what do you think the purpose of it is? It's clearly not to discourage multiple-house ownership. That's been booming since the lottery was added.
