It could also just be one really big thing, but let you complete objectives without killing every mob in it. That way, you could just do as much as you managed to with like 4 people, and get rewards based on that.
As long as its between 4-8 players i'm happy, less than 4 it won't seem right

Yeah I don't agree with the system of punishing going with 4 and rewarding going with 8.
Theres no content in this game that takes into account how many members you have and reward you accoridingly based on the party size.
Lazy design for a game catered towards casual play in my opinion.
This is exactly what they could do for skirmish. Instead of items dropping from chests they drop from mobs, and if you have 8 you get more mobs so a higher chance at a drop. But if you have 4 you have less mobs so less chance for a drop but you are also able to do it with 4.
This is exactly what SE needs to do IMO.
4-8 players does not mean it scales for 4-8 people. It (usually) means that it is designed with 8 in mind, but 4 can go in nonetheless.
Kind of like CC/AV is 4-8, but not sure many people complete it with just 4.
8 people= Normal
4 people= Challenge :P
There's gonna be two islands. My question is will one island force you to have only 4 members while the other makes you go with 8 or can both islands be challenged with 4-8 members?
Knowing SE both will probably be 4-8. At this point the content til 2.0 is just filler, so SE figures "Let's make them have to shout in Ul'Dah or require a linkshell to do any of this content! Why would we allow them to just be able to group with a couple friends! :)"
I'm guessing the content is too far along in development to change it now, scaling would be nice in all content IMO, but I guess thats something we can hope for in 2.0.
^ They could incorporate the point system that Hamlet uses, this way even if you are a small team and do really well you still get good rewards and vice versa for a 8 man team who does really badly.
In fact I would much prefer that point system than current speed runs in instances also.
Hopefully, entering with 4 people will give you a normal difficulty, and if you enter with 8 people the difficulty (eitther mob amount or mob level) will scale up so that it's still normal difficulty. If you enter with 3 or 2, it would still be possible, but harder than with 4. Maybe if you were real hardcore, you could solo it.
That would be an all right way of doing it, if you ask me.
