At the very least, they should speed it up.
Actually after I figured it out I didn't lose much. There is luck but also strategy.

it's an underutilised, poorly designed mini game that most people barely remember anymore. So... i'd say it needs revamping or replacing entirely with something else.

1UP: And also, if I may make a personal plea... can you please kill the Parley minigame in the crafting and gathering quests? It's the basically the worst thing ever, and it ruins everything it touches.
Yoshida's Translator: As for Parley... you're the first person to ask that, and it's a really good question. He hates it as well. So yes. We can't tell you that it's going to be taken out of the game, but we can tell you that he hates it, and he's the director and producer, so... [big laughs]

I really hope that if they keep it, that it gets revamped into something faster and less luck-based. After the first few turns in an average parley session, the game is pretty much won or lost based on what tiles come in, and whether they allow for a combo. While there is a little strategy involved in making sure you don't accidentally set up a combo using existing tiles for your opponent, being unable to see what the new tiles will be throws a wrench into there.
Parley is a name. Guildleve is a name. Armory system is a name.
The names have nothing to do with the mechanics of the systems themselves.
Parley will be in 2.0. Will it share the same concept with the 1.0 Parley? I am doubtful.
Yeah if they changed Parley to be something completely different and enjoyable (like slap an entirely new minigame just under the name Parley), I would be ok if we kept the name.
But seriously, there needs to be minigames players can play with one another, like Tripple Triad or Tetra Master - and have it available IN GAME! With trading and maybe even betting.
That would make the minigame fun and a part of the world.
One small change I'd like to see them make at least for parley, is to make the topics actually RELEVANT to what's going on. Each parley minigame does have unique tiles: Doing quests for a given guild will usually have you discussing the things you use, for example. However, if I'm helping keep a trapped miner from becoming despondent, I don't think it's going to help to talk to him about weathered pickaxes and mysterious copper ores. I'd rather the options be things like "The strength of the miner's guild" or "Your friends and family in Ul'dah.", topics I'd actually bring up to try and keep their hopes up.
Hopefully if they overhaul the rest of the system, they'll change this too.

I'd rather it be improved than removed. It's not really that luck based though, just you can't plan very far ahead.
I like parley, its fun, they should have made it where you can parley anyone. They just need to speed it up. THat's the only problem with it. Though, if I recall, Yoshi doesn't like parley.... Which is sad.
