Awww, Sindele you beat me to it.
I prefer the lottery over the days of clicking a placard through 48 hours only to lose the house while taking a piss. People who seriously wanted a house would have gone to Dynamis to get one, since even now not all of them have been bought, and even when all of the mediums/larges are claimed guaranteed they will go back on the market in 45 days. No joke the ward my mansion is in lost 2/3 of the houses in the first demolition period.
I don't think adding new Wards would be wise now, that is if they are going to be adding new Housing areas in the near future.
If they add more Wards, we will end up with many neighborhoods with vacant Plots.
If you have unrestricted wards, then you lose the houses to bots or people with FAR more money than you.
Seriously. That's how it was at the start and what caused the hidden timer. Going back to that would be suicide.
Unless you meant unrestricted as Personal/FC can mingle, yet lottery is still in play.. In which case, that'd be fine, I suppose. Provided people act like adults.
I think we need a more effective way to allow the lotto to "cover more ground" As it stands we see plots trickle into and out of the cycle. I seen about 30 plots on my server last cycle. But far more then 30 bidders for those lots. The problem is to identify the actual scarcity of housing we need to be able to filter out the relocators and those whom already have other housing. The problem with adding more wards will ultimately be 40000000000 people bidding on 15% of the available plots because they all want the dream plot - in some cases as their first home.
That's no different from what we already see. At least with more wards more players currently without a house would be able to get one.
As long as SE isn't interested in creating better solutions or taking drastic steps like removing workshops and gardens from houses, adding more wards really is the only way to meet demand.
