If you really want to know, make a new account, in japanese, and ask on that form. You can't use this one, you've already posted in english, your an unperson.
I think they were forced to react to the amount of fraudulent activity happening that was getting them into trouble to a degree that could have blacklisted SE from payment gateways and prevented them from operating as a business.
the question is, was it in jp language or English. always best to ask that, before making conclusions
They're agreeing with you and just adding on, because it's unfortunately not actually a given, as much as rational people might think so.
