I... think they're being sarcastic (there's no mention of any ability changes whatsoever, apart from some Job changes in PvP - and even that doesn't include SAM).

It boggles the mind why they didn't work on RPR for PVP it's the worst dps right now!

That's because Reaper is a red tank, and it's completely fine. It's the tankiest job out there.
