I understand your frustration. Sadly, those are the only players queueing in that particular amount of time. If it's even possible, it will take hours. Not one or two, but literally 4-10 hours to gather 24 players to do this singular run. However, you can notice that players in fewer parties deal a lot more damage than they individually do in a larger party. That's because of the echo system they implemented in those instances, which scales the strength of players (In terms of HP, healing, and DPS) based on the number of players that are active there. The fewer they're. The stronger they're.
I have already suggested the idea of moving Delubrum Reginae, Dalriada, and even Castrum to the duty finder when 6.0 hits to help players doing them, and hope that the devs will find a way to help in that regard.
If you want more than 3 players, just put up a Party Finder.
The issue is that they set a maximum queue time, at which point it starts regardless of how many (or few) people have joined.
I think perhaps it needs a balance between the two modes: set a minimum number (say eight people) and then instead of automatically starting the instance after ten minutes, start it when both conditions are met.
The discount echo you get from being undersized in bozja should have solved this but from all I've heard it didnt.
At the least it would be nice if they somehow allowed people to queue in from outside of the instance. Even while the place was active, that was the worst part of running Castrum and Dal. Want to run? Great! Now sit in a Bozja instance mindlessly grinding stuff (or just alt-tabbed out in base camp) waiting for the stupid things to pop and praying that you didn't just miss it.
Delubrum was a little better as you could actually queue for it but you still had to sit in Gangos doing nothing while you waited.
The scaling is not nearly good enough to serve as a replacement for having more than just a few players; I was in a small instance a while ago where the first boss took almost twenty minutes to kill, and then we all left afterward because there was absolutely no way we would be spending hours on one run through this instance just for an older relic step. Echo buffs need to seriously be improved for this particular instance.
- Make a PF. You stand a better chance to get a clear at reasonable time spent.
- Use essence . And maybe some lost actions if you're feeling extra. Without them, the current echo bonus isn't enough to carry you (or at least make you spend a loooooong time) and I don't think they want to kill the relevance of those available tools.
I just wish I don't need to wait for 10m just to get an undersized run starting. A run with 2-8 players who's willing to pull off their weight is way faster than with 23 unprepared players. Currently we have no way to control whether we'll get the extra randoms or not.
Also fun fact: stack with Mikoto if you're running very small sized run in first boss' line up stack. She forfeits her share of damage taken so you'll still take reduced damage :) This really helps if you want to try solo run!

I guess its nice for the people that have them, in a while those weapons I guess will be pretty rare to see, if they don't fix things :p
That take an enormously long time to do. People should not be having to spend tens of minutes on individual bosses when the developers could instead adjust the echo buffs accordingly based on player statistics.
along with maybe adjusting the echo they also need to increase mettle/exp rewards from it. that is the main reason people do stuff the war front these days
Didn't really seem greatly out of the ordinary with normal runs back then, versus what I would get with 3man + echo. Running it on my alt I found the 3-man runs took approx. 55 minutes, and that was without people using a damage essence, which puts it just about the same as it were when it was relevant.
Personally, I'm glad I spent more time doing Delubrum than I did complaining about it back in ShB.
I ran into the OP's situation just last week when I did what the NPC suggested - queue up for DB. I did just that. Got put in with 1 other person. We were given some silly echo (180k HP and 3x damage or something?). I figured maybe they tailored the instance for small parties because most people don't need to do DB very much any more. Well, we didn't get very far. Just a lot of lost mettle.
FC mates, people in chat, etc etc recommended I make a DB party in PF. It filled up in about 10 minutes. I let people know I was a first-timer. I met 7 other great people. It really wasn't so bad. Sadly, I don't think SE will change the quest text to say "you could queue up, but you'll fail. Use PF instead."
